We're not entirely certain, but it's likely that this footage that is now circulating on the web is from a fire in 2006 in Vladivostok.

Officials claimed the fire killed nine people, six of whom died at the scene, the others in hospital. But witnesses and workers in the building maintained that the total killed was far higher - around 50.

According to the international Herald Tribune, Russia's rate of fire deaths is roughly 10 times the rate in the United States, in part because of the lax enforcement of regulations.
